S tate Education Commissioner Thomas Sobol says he's facing political reality by backing away from his plan to force school districts to merge against their will. That's regrettable but understandable. The good news lies in Mr. Sobol's refusal to abandon his goal altogether.
The commissioner was facing heavy odds when he proposed last month that 139 school districts be evaluated as potential targets for merger. Not only did he need the support of the Regents and Legislature, but he also needed the cooperation of the education lobby. He might still win Regents approval to evaluate the districts, but he stood no chance at all of winning over a majority of state …
